What was the movie from the early 90s with kids and a gnome that had a beautiful secret garden in a park?

All i remember is that it was in a real setting at first. The kids where from a somewhat big city and went to a park. The gnome brought them to his garden and once they went to the garden it then was in animation. At the end they came out and it was then back in a real setting. Can anyone help think of this movie?

ohhhh. did one guy have a green thumb? is it something like "Trolls in Central Park"? I might be wayyy off

    Not sure but you just reminded me of the Movie Troll… And then that lead me into remembering The Puppet Master Trilogy…. Imma dl all that tonight ;) lol.
    The movie Troll was a low budget horror movie.. fyi.
